Ministries begin relocation to new Central Secretariat Complex on Kartavya Path

In a major administrative move towards centralised and streamlined governance, the Central Government has begun shifting several key ministries and departments to the newly constructed Common Central Secretariat Complex (CCS-03) on Kartavya Path, Ministry of Housing and Urban Affairs said.

The relocation is part of a phased plan to bring all central government offices under one modern and efficient infrastructure to improve coordination between departments, enhance workplace facilities and create a more secure and sustainable administrative hub in the heart of the capital.

According to the Directorate of Estates, the relocation covers major ministries including Home Affairs, External Affairs, Petroleum and Natural Gas, and several other important departments.

The Ministry of Home Affairs, currently located in North Block, has been allotted space across the fourth, fifth, and sixth floors of the new building.

The rooms allocated range from 34000 to 36119. The Ministry of External Affairs, which operates out of South Block and Shastri Bhawan, will now move to the third floor of the new complex. Their new rooms are numbered from 33000A to 33119, including several rooms designated for work halls.

The Ministry of Petroleum and Natural Gas, currently housed in Shastri Bhawan, will shift to the ground floor of CCS-03. Their new office rooms are numbered from 30040 to 30046.

The Office of the Principal Scientific Advisor, earlier located in Vigyan Bhawan Annexe, will now function from rooms 33000D to 33029 on the third floor of the new complex.

In addition to the main ministries, departments under various ministries are also being moved.

The Department of Personnel and Training, presently in North Block, has been assigned rooms on the upper ground and first floors of the building. Room numbers include 31000A to 31119, spread across multiple wings.

The Ministry of Micro, Small and Medium Enterprises and the Office

of the Development Commissioner, MSME, currently located in Udyog Bhawan and Nirman Bhawan respectively, will move to the second floor. Their new rooms range from 32000G to 32119.

The Department of Rural Development, presently in Krishi Bhawan, has been allocated ground floor space in rooms numbered 30001 to 30048. The Department of Land Resources from Nirman Bhawan will now occupy rooms on the second floor, from 32000D to 32055.

To assist in the smooth transition, a facilitation desk has been set up by the Central Public Works Department in Room 31000A on the first floor of the new building.

This desk will help the shifting ministries and departments with inventories, familiarisation of the space, safety and security features, and parking arrangements.

While dedicated parking allotments will be issued separately, officials said all departments would be assisted in adjusting to the new layout and working environment.

The relocation is a part of the Government’s larger vision under the Central Vista Redevelopment Project to create an integrated and energy-efficient administrative zone.

By shifting from the older buildings like North and South Block, Shastri Bhawan, Udyog Bhawan and others, the government aims to reduce fragmentation and build a centralised ecosystem that supports modern governance.
